Operating as a fully integrated Design-Build organization, ICON manages all aspects of project delivery from concept design through project turnover. ICON is seeking a Construction Procurement Manager to join its Construction Operations team in Austin, TX. This role sits at the center of ICON's post-award project execution engine: translating approved RFP buyout decisions into executed subcontracts, purchase orders, and compliant vendor agreements that keep projects on schedule and on budget. The ideal candidate brings hands-on construction procurement experience, a detail-oriented approach to contract administration, and the organizational discipline to manage multiple active projects simultaneously across ICON's growing national portfolio. Success in this role requires a working knowledge of subcontract structures, insurance and lien requirements, invoice processing workflows, and trade partner management — all applied within a fast-paced, technology-driven construction environment unlike any other in the industry. RESPONSIBILITIES: Prepare, issue, and execute subcontracts and purchase orders following RFP buyout decisions, ensuring full alignment with project scope, approved budget, and schedule requirements. Translate coordinated scopes of work into complete subcontract agreements, incorporating appropriate flow-down terms, insurance requirements, safety provisions, indemnification language, and risk-management clauses. Maintain and verify all vendor compliance documentation — including COIs, W-9s, executed lien waivers, bonding requirements, licenses, and qualification records — for all active subcontractors and suppliers. Coordinate with Project Managers, Construction Managers, and Estimators to confirm subcontract values align with approved budgets, buyout targets, and RFP-level scope assumptions before execution. Maintain procurement logs, buyout trackers, and material delivery schedules; proactively flag scope gaps, compliance issues, or delivery risks to the project team. Partner with Accounts Payable to ensure timely and accurate processing of subcontractor and supplier invoices; verify alignment with executed agreements, approved schedules of values, and project cost codes. Support financial controls by maintaining up-to-date committed cost records, forecasting procurement exposure, and reporting budget variances to project management and accounting. Draft and issue subcontract change orders in accordance with ICON's change management process; maintain change log documentation for all affected agreements.
