DESCRIPTION OF DUTIES:
Join PAHO’s Information Technology Services Department and lead the digital products and platforms that support the Regional Revolving Funds program. This role is critical to ensuring reliable, secure, and innovative digital solutions that help Member States access vaccines, essential medicines, and public health supplies.
SUMMARY OF RESPONSIBILITIES
Under the general supervision of the Director of Information Technology Services (ITS) and the direct supervision of the Senior Advisor, Applications Development and Support (ITS/AT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
Provide strategic leadership for the Procurement Funds digital product portfolio, defining and evolving the product vision, strategy, outcomes, and roadmap aligned with organizational priorities and Member State needs.
Establish and govern an end-to-end product and platform operating model across Procurement Funds, ITS, UNICC, and service providers, ensuring clear accountability, service ownership, and effective escalation paths.
Lead assessments of the Member States Portal and related solutions, translating findings into prioritized improvement roadmaps that address architecture, cybersecurity, performance, user experience, and operational sustainability.
Manage product roadmaps, releases, backlogs, risks, budgets, and delivery governance while balancing business value, security, reliability, compliance, and operational requirements.
Define, monitor, and report on product and service performance indicators, ensuring continuous improvement through data-driven decision-making, service management, and governance reporting.
Engage stakeholders across Member States, business owners, users, technical teams, and service providers while identifying opportunities for innovation, automation, data solutions, and artificial intelligence.

EDUCATION
Essential: A bachelor's degree in computer science, information systems, information technology, engineering, business administration, or a related area, and a master's degree in a field related to the functions of the post from a recognized university.
Desirable: Proven training or certification in Product Management, IT Service Management (e.g., ITIL), Project and Program Management (e.g., PMP, PRINCE2, MSP), Cloud Technologies, and/or Data Science would be an asset.
