Zantech IT Services seeks a Program Manager to lead the Platform Agility and Capability Enhancement (PACE) task order supporting U.S. Customs and Border Protection (CBP) onsite in Ashburn, VA. About the Role PACE supports CBP's multi-cloud environment across four task areas: Chief Data Officer support, Infrastructure Modernization Strategy, Enterprise Cloud Schedule Management, and Operational Technology (OpsTech). The Program Manager owns delivery, staffing, quality, and client relationships across all four, and sits within the OpsTech task area at Ashburn. This is a program management and cloud governance role. The Program Manager coordinates with the CBP Cloud Architecture Branch and with technical staff on the team; the role does not perform hands-on cloud engineering, development, or solution design. The PM must be fluent enough in cloud architecture to brief executives, evaluate technical recommendations, and hold the team accountable for technically sound work. Key Responsibilities Program and contract management Serve as the Key Personnel Program Manager, accountable for schedule, cost, staffing, and quality across all four PACE task areas. Act as primary liaison to the CO, COR, and Program Office points of contact; interface with senior OIT leadership. Implement quality controls, metrics, and measures that confirm services are delivered as the Statement of Work requires. Formulate and review task plans and deliverables with CBP and team leads, then drive execution against approved plans. Produce and deliver the Weekly Status Report (every Monday), the Monthly Status Report, and the risk register; lead the monthly COR and stakeholder meeting. Coordinate subcontractor staff and task leads in a multi-company team. Maintain transition-in and transition-out plans, including the Transition Out Plan due 90 days before task order expiration. Staffing and onboarding Manage the personnel management system: CBP Background Investigation (BI) package submissions, start-date coordination with the COR, and staff equipment tracking. Plan for BI timelines in every staffing decision; no one onboards without a favorable BI. Confirm all staff complete CBP mandatory training and are trained on required tools and processes. OpsTech governance and executive communications Apply agile principles to coordinate OpsTech program activities, knowledge management, risks, and issues. Prepare executive briefings, talking points, and communication plans for ISS stakeholders, including ECSD, OpsTech, and the Infrastructure DAC. …
