About the Hiring Group The Billing Process Systems Analyst will work closely with Project Finance Operations staff and is responsible for overseeing design and governance of system billing processes within Oracle, maximizing technical efficiency to enable accurate and timely invoicing. This role ensures process standardization, data integrity, and the optimization of cost book-to-invoice cycle. The incumbent will be an individual contributor and mentor to more junior staff. The role requires a strong understanding of Oracle Project Portfolio Management (PPM) suite of tools and the ability to work with various Oracle modules. The Billing Process Systems Analyst must also be familiar with project costing, billing, and financial planning processes and have the capability to partner with cross functional process owners to drive transformational process improvements across the institute. What You'll Do This role leads the design, governance, and continuous improvement of billing system processes, partnering across functions to improve invoice efficiency, strengthen controls, and support accurate, timely client billing. Develop and execute the billing process roadmap, partnering with process owners and global business stakeholders to identify, prioritize, and implement system improvements. Analyze data and resolve billing issues, collaborating with senior staff on complex clients, accounts, projects, analyses, and internal relationships. Define business requirements, draft test cases, coordinate cutover activities, and assess Oracle releases for relevant RTI invoice-process enhancements. Oversee billing system administration, internal controls, standard operating procedures, process documentation, training materials, reporting, and workflow metrics. Train and support users on new features, troubleshooting, reporting, and technical billing-process questions. Manage the project invoice portfolio (50%), process client invoices, reduce unbilled balances, and maintain effective communication with business functions. What You'll Need Bachelor's Degree and 5 years of experience or an equivalent combination of education and experience, with a bachelors level degree being equivalent to 6 years of directly related experience Extensive working knowledge of modules within the core Oracle ERP (Project billing) and reporting tools Strong knowledge of Oracle ERP Project Billing and financial system literacy, Microsoft Excel and other data analysis/visualization tools Proficient at data manipulation and analytics Strategic thinker with ability to develop strategy and path to success Independently proficient at business navigation Ability to present financial concepts and outputs to business leaders confidently and professionally Ability to translate complex data/ideas into RTI level insights Ability to effectively prioritize workload, self-manage, and complete tasks to best meet stakeholder’s needs Knowledge of US Government…
