Job Description Summary:
This is a Full Time, Permanent Position. Pay award pending. If the postholder requires a Standard or Enhanced DBS disclosure the candidate is required to declare full details of everything on their criminal record unless the conviction/s and/or caution/s are considered “protected” in line with filtering rules for DBS checks. ROLE AND PURPOSE To work as part of a multi disciplinary team involved in discharging the City Council’s functions and commitments in relation to managing the Highway Network and improving local environmental quality. Investigating civil parking offences, offences relating to the highways and to tackle anti-social behaviour and to undertake enforcement action against perpetrators within parking, environmental, highways and anti-social behaviour legislation and/or other appropriate powers. To lead a team of Civil Enforcement Officers, assisting in note taking in meetings involving staff, undertake spot checks on staff that are deployed as directed. Take responsibility for the Civil Enforcement Officers that are deployed on street at the direction of the management team. Open or close the operation base and various Multi Story Car Parks as directed.
PRINCIPAL ACCOUNTABILITIES: 1. To undertake on a daily basis pro-active inspections/investigations in relation to offences concerning parking, environmental issues, highways and anti-social behaviour. Determine how best to deal with and proceed with investigations and appropriate enforcement action (e.g. advice, guidance, warning notices, fixed penalty notices). 2. To work effectively as an individual or as part of a team in accurately recording, collating, preparing and producing correspondence, records, files and data, including the use of a range of IT systems and applications. 3. To undertake routine patrols in order to issue parking Penalty Charge Notices , whilst accurately recording, collating, disseminating information and intelligence and the preparation of evidence to a high standard. Make decisions to determine appropriate enforcement action on the basis of evidence obtained in context with service area policies and procedures to ensure a constant high quality service and to comply with the Council’s enforcement policy. 4.
