The Senior Manager, Financial Planning & Analysis Unit (FPU) leads CIMMYT's institutional budgeting, management reporting, costing, chargeback, and financial planning functions, and is accountable for the accuracy, timeliness, and quality of budget, forecast, and cost-allocation information used for institutional decision-making, donor compliance, and financial sustainability. The role serves as the primary escalation point and technical authority for institutional budget policy, the Costing Manual, and chargeback rates, and represents the Financial Planning Unit before Finance leadership, Budget Holders, Regional Offices, and other institutional stakeholders. Key Responsibilities Lead and take overall accountability for CIMMYT’s institutional annual budget, forecast, midyear revision, costing, and chargeback processes, ensuring compliance with IFRS, NIF, CGIAR, and donor requirements. Provide strategic and operational leadership to the Financial Planning Unit, directly managing the Budget and Costing Manager and the Financial Planning and Analysis (FP&A) Manager. Own and maintain institutional budget policy, the Costing Manual, and the chargeback rate-setting methodology across HQ, enabling units, and Regional Offices. Provide functional oversight and coordination of the Senior Finance Transformation & Budgeting Solutions Lead consultant. Responsible for External financial reporting of the CGIAR Science programs; Serve as a senior business owner for budgeting and costing data and systems within Microsoft Dynamics 365, ensuring data integrity, governance, and institutional master data quality. Represent the Financial Planning Unit before Finance leadership, Budget Holders, Regional Offices, and other institutional stakeholders.
